The Magpies edged out CYMS 16-10 in a dour contest that never reached any great heights, with the result confirming Forbes' place as the premier team in the junior competition.
After winning the minor premiership clearly Cameron Greenhalgh's men beat CYMS in the major semi-final and repeated the dose yesterday, scoring three tries to two.
"They were the best side all year and they deserved it, but I'm proud of the way our boys played," a disappointed CYMS coach Wayne Sing said after the match.
"We had to do a lot of defence out there and we just didn't have the petrol in the tank to put points on when we did get some ball."
The two sides spent the bulk of the first 20 minutes getting a feel for the contest before Forbes scored the first points of the match through a try to hooker Hayden Bolam.
That was followed up by a try to replacement forward Matt Woolnough five minutes later, and at 12-0 the Magpies were threatening to run away with the contest.
But to CYMS credit they were able to regroup, and three minutes prior to half-time they got on the board when winger Mitch Dunlop scored in the corner.
The first try of the second half was always going to be important but, as they did in the first half, both sides played conservative football in the early stages.
CYMS were forced to do a lot of defending as Forbes forced five line dropouts in the second stanza, and while the Fishies held them out bravely the pressure told when winger Jarrod Andrews scored with four minutes left in the match to push the score out to 16-4.
But just as most were declaring the match over, CYMS tried a short kick-off and regathered before scoring through interchange forward Joe Stageman. Hewett Haycock's goal brought the margin back to just six but the Fishies ran out of time as Forbes' players and fans started the celebrations as the siren sounded.
"It's been a nervous few weeks for us to be honest but it's a relief that it's all over now," Forbes coach Cameron Greenhalgh said.
"We're from a small town and we only had the one team in today so there was a bit of pressure on us but the boys did the job. Because CYMS are a big team we had a plan to try and keep the ball in our hands and really make them work hard in defence. We were able to do that and we got the results.
"We saw CYMS come back last week and win late so we knew they would keep coming, and they made us sweat for it, but we got there."
Forbes halfback Nick Greenhalgh, whose kicking game was pivotal in the outcome of the match, was awarded the player of the match award.
