AN elderly man has been fined $400 for driving without a licence and not wearing a seatbelt.

William Patrick Caton pleaded guilty when he was brought before Magistrate Andrew Eckhold in Dubbo Local Court.
The 69-year-old was charged after he was stopped by police in Minore Road at 2.25pm on May 16.
Prosecution facts tendered to the court said officers from Orana highway patrol saw the seatbelt dangling from the side pillar of Caton's vehicle.
Caton told police he suffered shoulder pain and found wearing a seatbelt uncomfortable.
He had not reapplied for a driver's licence because he feared failing testing requirements.
The solicitor representing Caton said the business operator and family man had been undergoing medical treatment.
"He made a silly decision," the solicitor said.
"He has support of his family."
Magistrate Eckhold said Caton has placed himself and others at risk by driving without a licence and not wearing a seatbelt.
"If you had to stop suddenly you could have been ejected from the car," the magistrate said.
Caton was fined $200 for each offence.
