City were hot favourites for the game after losing just once all year but after going down to Mudgee last week they came up against a Blues side determined to keep their season alive in a hard-fought contest.
The defence was outstanding throughout the match and coach Doug Sandry said it was just another example of the commitment they had shown all year.
"It was terrific, the boys have come from third and played elimination matches the last two weeks and in two wins they've only conceded one try so the defence has been sensational," he said.
"City only lost once all year so to keep them to no tries was fantastic."
Despite the Dubbo defence standing firm City still led 6-0 at half-time thanks to two penalty goals
The second half was a different story for the Blues, who regained their composure at half-time and began to mount huge pressure on the City line.
Replacements Kyle Gibson, Jack Passmore, Ben Knaggs and Izaiah Raidaveta made immediate impacts, and prop Sam Hart pulled off two great tackles that turned over possession and field position.
After some great lead-up work by Passmore and Gibson, half Jack Jones took a snipe down the blindside and dived over in the corner to see the Blues back in the game at 6-5 with 13 minutes remaining.
When Josh Jazprizza came back on after a stint in the bin, he was unstoppable, constantly denting the Lions with powerful runs.
Another great run by Passmore led to Kyle Gibson scoring out wide and the Blues led 10-6 and the captain and five-eighth maintained the pressure with a great kicking game.
Shortly after Jasprizza crashed over for a try and the Blues went on to win 17-6.
Sandry praised the belief and unity in the side with every member of the squad playing a role in the run to the final.
The belief has created a positive feeling in the camp and Sandry said his side was going to this weekend's final at Narromine fully focused on returning with the premiership.
"The boys are really confident, they know they can beat Mudgee, Orange City was a big barrier so last week was a massive step forward," he said.
"Mudgee are going to be really tough and hard to beat, they've got a couple of Country representatives and a big mobile forward pack.
"We beat them here and we lost to them there so at a neutral venue it's 50-50, I honestly believe that but I know we can beat them."
Kick-off in the under-15 grand final is at 11am at Narromine's Cale Oval.
