They converged on Victoria Street following reports of a two-car collision about 8.30am.
One person who had been trapped was freed just before 9am and taken to Dubbo Hospital in a stable condition, according to a spokesperson for NSW Ambulance.
About 9.23am police and paramedics were called to the intersection of Wheelers Lane and Cobra Street after two cars had reported collided there.
One woman was taken to Dubbo Hospital with back pain and another with chest pain. Both were in a stable condition, according to the spokesperson.
