Mr Linton-Smith, the 58-year-old from Nottingham, is autistic and rode in the Prudential Ride London-Surrey 100 for the National Autistic Society UK.
He rode in hurricane-like conditions, thanks to the UK's Hurricane Bertha, with 106 sponsorship logos.
Cr Dickerson broke the Guinness World Record with the 89 logos on his Tour De OROC jersey last year.
Mr Linton-Smith said he had far less help with securing sponsors than Cr Dickerson.
"Unlike your mayor who probably had a team supporting him, my challenge has been undertaken as a personal challenge and whilst holding down a full-time job," he said.
The race was cut short by 16 miles, and Mr Linton-Smith crashed in the early stages of the race, but he finished the race in three hours and 50 minutes.
Subject to ramification he has broken the world record, but his cause means much more that a title.
"The world record is not just about fundraising; it's my way of getting people to talk about autism and to challenge the public's perception of the condition," he said.
"I'm pleased I was able to break the world record and support a charity so close to my heart."
Mr Linton-Smith has been planning to steal the mayor's title since April; at the time Cr Dickerson wished him luck and said he may have to challenge the record again.
"We'll watch with interest and see how it goes, then we might have a look at having another go at it," Cr Dickerson said.
