A man described in court as a "dirty old man" has been refused bail after he allegedly exposed himself to a mother and daughter in Bankstown on Friday night.

Parramatta Bail Court heard Omar El-Badry, 60, was sitting on the ground at Old Town Plaza in Bankstown at about 6pm when a passing woman and her 12-year-old daughter thought him to be homeless and offered him change.
"He has then pulled out his penis and exposed himself in front of this person and her daughter," Matthew Tinson said for the prosecution.
While the allegation would usually be treated as a summary offence and bail granted, the court heard Mr El-Badry, who lives in housing commission accommodation at Croydon Park, had been placed on bonds for two similar offences three weeks previously.
Appearing via video link, Mr El-Badry was silent throughout the proceedings, occasionally fiddling with his glasses or adjusting his long, unkempt grey hair and beard.
In refusing bail, Magistrate Les Brennan offered a scathing assessment of the alleged incident.
"There was a family trying to help you with coins and you've behaved in this way," he said.
"Little 12-year-old girls don't have to see dirty old men's penises."
Mr El-Badry will face court again next week.
