Committee members who visited the facility the day before were impressed with what they saw.
Mick Veitch MLC described it as "one of the more welcoming terminals", while Paul Green MLC said it was "one of the best".
Catherine Cusack MLC said its promotion of regional services was excellent, and suggested the airport could be a model of best practice for other NSW centres.
She also thanked council for not "gouging" users when it came to parking fees.
"Don't even get me started on Ballina," she said.
Airport manager Lindsay Mason said council had consulted with stakeholders, including via passenger surveys, to guide the airport's development, which had seen upgrades to parking, screens and children's facilities.
Dubbo City Council general manager Mark Riley said council was proud of its airport and it did its best to strike a balance with the resources it had in order to have a facility that served not just Dubbo but the region well.
"People deserve it, there's no reason why people in western NSW shouldn't have those facilities," he said.
