Emergency services were called to a house in Potch Street about 7pm after reports of a dog attack.
Police from Castlereagh Local Area Command have been told the two boys, aged 15 and 16 years, were at the home about 6.45pm to attend a birthday party.
The boys were met by the property owner and continued towards the house.
Police said one dog broke free of its chain and attacked the teenagers.
A second dog, which remained tethered, also attacked the boys. As a result the 15-year-old suffered deep lacerations to his left arm and injuries to his chest and back. The teenager was taken to hospital and required 27 sutures.
The 16-year-old boy suffered minor lacerations and a small puncture wound to his left hamstring and required a tetanus shot.
The dogs are described as 'pigging' type dogs and remain secured at the home.
Police and council rangers are continuing with inquiries into the incident.
