The foundation for the 400-metre international-standard synthetic track was laid, an important step in the final phase of the project.
Dubbo City Council reported the works to deliver the Barden Park Centre of Excellence for Athletics were due for completion in mid-October.
Council parks and landcare director Murray Wood said two 35mm-thick asphalt layers formed the foundation for the 400-metre synthetic track.
He said it was an exciting component of the project.
"The asphalt foundation for the 400-metre track, internal 'D' and pole vault run ups were laid at the start of the week before it was rained out, with the area surrounding the long jump in front of the grandstand still to be laid," he said.
"Once complete the asphalt foundation will need to cure for four weeks and when the weather is warm enough in mid-September the synthetic track surface will be laid."
Mr Wood said construction of the grandstand was progressing well and was due for completion in September, with the rest of the project due for completion in mid-October.
"Currently the walls and the roof of the upper and lower grandstand are being lined, seating is being installed and the canteen will also be complete shortly," Mr Wood said.
The Barden Park Centre of Excellence for Athletics was a project identified in the Dubbo 2036 Community Strategic Plan.
The council secured contributions from the federal and state governments to assist in the redevelopment.
"The community wants first-class sporting facilities at Dubbo so we can further develop local and regional talent and attract high-profile events and the Barden Park Centre of Excellence for Athletics will certainly be first-class," Mr Wood said.
"With its 600-seat grandstand, modern change facilities, function and admin areas, and the region's first international-standard synthetic athletics track - Barden Park will definitely be a sporting event attraction."
