Cr Smith made the statement as he chaired a Dubbo City Council committee meeting on Monday night.
The committee had on its agenda a report about the Australian Airports Association National Convention scheduled for later this year.
The report that recommended determining a councillor delegate for the annual convention came before the finance and policy committee the week after Prime Minister Tony Abbott confirmed Badgerys Creek on Sydney's western outskirts as the site of the city's second airport.
Carrier Regional Express said last week it was imperative NSW regional communities had continued guaranteed access to Sydney's Kingsford Smith Airport, even after a second airport was built.
The debate about access was raised at this week's meeting by Cr Smith, who said the conference was important because it was the first since the Prime Minister's announcement.
He said Cr Ben Shields, the chairman of the council's airport working party, had always said they had to be sure regional passengers retained access to Sydney's Kingsford Smith Airport.
The committee recommended the council determine a councillor delegate and an alternate councillor delegate for the conference at the Gold Coast in November.
Last year the council resolved to send Cr Shields as the delegate and Cr Smith as the alternate delegate.
