He would like to see the area, which is along the western bank of the Macquarie River, used for concerts, weddings, parties and more.
Mr Braithwaite's design concept included the construction of an amenities block and a temporary stage in its first phase.
He said he understood the area had last been used for a similar purpose in 1991.
A visit to the Sidney Myer Music Bowl in December had inspired the passionate Dubbo resident to pursue his idea.
"I see this as a man, 79 years of age, trying to leave a legacy for the city."
Mr Wood said Sir Roden Cutler Park was a natural amphitheatre that was amenable to temporary events and could be booked for an event through the council.
Despite a number of design challenges there is also no funding available in council's budget.
"Even getting grants would be difficult because there are no events held there - so it would be hard to demonstrate demand and therefore economic value," he said.
