The men are alleged to have been involved in the commercial supply of methcathinone, also known as Alpha-PVP.
Commonly referred to as "bath salts", the drug is usually snorted but can be smoked, injected or taken orally.
Dubbo Local Court Magistrate Andrew Eckhold was told the Office of the Director of Public Prosecutions had entered into negotiations with the men.
All charges were adjourned to March 26 for plea or committal.
Agnew faces a single charge of supplying a commercial quantity of a prohibited drug.
Asimus has been charged with supplying a commercial quantity of a prohibited drug and knowingly taking part in the supply of a prohibited drug.
Bell is facing three counts of supplying a commercial quantity of a prohibited drug and a single charge of selling a prohibited firearm to an unauthorised person.
Merritt has been remanded on four charges of supplying a commercial quantity of a prohibited drug, two charges of possessing an unauthorised firearm and single charges of drug possession, selling a prohibited firearm to an unauthorised person and giving a shortened firearm to another.
Co-accused Troy Asimus, 25, has been committed to Dubbo District Court for sentence after pleading guilty to serious firearm charges.
