Early reports to police suggested the person had a gun, however a witness has told the Daily Liberal the man claimed to have no weapon.
Police were called to the scene and the Centrelink building was evacuated.
All roads in the area have now been re-opened. .
EARLIER: POLICE have blocked roads around Centrelink in Dubbo this morning after reports a person with a gun is in the building.
Roads are closed near Centrelink along Wingewarra Street, between Darling and Brisbane Street. Carrington Avenue is also closed.
Police are asking people to stay away from the area.
Staff and clients at Centrelink have been removed from the centre, with police calling in a negotiator.
Dubbo Public School has been alerted and has been placed in lockdown.
