The 41-year-old cannot be identified after Dubbo Local Court Magistrate Andrew Eckhold imposed a non-publication order on his name and address.
The order was put in place to protect the identity of the victims, aged in their early to mid teens.
The man pleaded guilty to charges of producing, disseminating and possessing child abuse material; filming a person in private without consent; and installing a device to observe or film.
The Office of the Department of Public Prosecutions (DPP) told the court the offences occurred between 9am on June 9 and 2pm on June 10 last year.
The court heard the girls were filmed with a small covert camera positioned on a shirt hanging in a bathroom.
On another occasion the camera was attached to a metal manicure set.
The DPP said the man watched the girls undressing for his own sexual arousal and gratification.
The court was told a police search warrant located portable media devices including memory cards and a wireless camera and receiver.
Magistrate Andrew Eckhold imposed an 18-month suspended jail sentence and ordered the man to enter into a five-year good behaviour bond.
The man was warned to stay out of trouble.
If he re-offends he will be brought back to court to be re-sentenced.
