Council can assist by ‘trimming fat’: Shields

Dubbo’s most prominent anti-rate rise councillor Ben Shields has ruled out support for a community stalwart’s call for an addition to rates to fund an iconic festival in the city.

Cr Shields has proposed that the council assist by “trimming fat” and “re-jigging” the City Image branch to focus on a festival.

Well-known Dubbo man Wally Flynn said that if the citizens of Dubbo were passionate about a major festival, they would have to put their hands in their pockets.

“Once it was decided what it is and they show they can make a go of it, I’d put my money up without a thought,” he said.

Dubbo mayor Allan Smith was yesterday unavailable comment on festivals.

Mr Flynn made the suggestion at a public meeting called by councillor Peter Bartley to address Dubbo’s lack of a signature, drawcard festival.

The meeting had great ideas but what stood out was the lack of finances to put behind a major event when festivals in Dubbo do not enjoy that now, Mr Flynn said.

An extra 1 per cent could be levied until the festival committee could stand on its own two feet, he said.

That would equate to an extra $12 to $14 a year, he said, but he acknowledged there would be “strong opposition”.

Cr Shields, who also attended the meeting, said the idea was premature because there was not even a proposal on the table and that if Dubbo had a successful festival it would pay for itself.

“The council would be able to afford hiring administration staff without a rate rise,” he said.

“I’m not against the council giving funding, there are plenty of areas it could source it.

“I would be forced to say no because there are a number of areas where fat could trimmed and make substantial savings.”

People at the meeting pointed to the success of other cities and towns in holding a festival when staff were employed and Cr Bartley identified it as one of the key items to come out of the meeting.

“There was a consensus last night that a festival needed staff - that’s not near a 1 per cent rate rise,” Cr Shields said.

“Re-jigging the City Image branch could find the money for two staff.

“We have a very good City Image branch, (but) it may be the case that we re-assess it and focus on a festival.”

Cr Shields recommended a festival committee seek a “total funding package of Federal, State and local government grants”.

Here we go again.. more rate rises. Just so a few people in Dubbo can feel important while everyone else scratches their head wondering where all their money has gone.

No more rate rises please. We should all get behind Ben Shields on this one. How can they suggest a rate rise when they dont even know what they want it for? They should think about the people doing it hard.

All the festivals we see in other towns started from humble beginnings, Tamworth's Country Music festival and Parkes' Elvis festival coming to mind. However it seems that some people in Dubbo want an instant success, fully funded and organised from day one. In my thirty or so years in Dubbo many festival and celebrations have kicked off, such as the Jazz festival and Festival of The Red Earth. For one reason or another they have either just petered out through lack of interest, or those heavily involved in organising have moved on. Given that Dubbo has a perennial tourist attraction in the Zoo which ensures a steady stream of visitors all year round can we really justify the need for a festival which will overload facilities for just a week or so? We hardly need funding from Govts for a short term fix when the emphasis should be on funding for long term infrastructure improvements such as hospitals and highways.

I think it,s a great idea for Dubbo to have it,s own festival but Iam sorry I don,t agree with the rate payers having to pay more for it, we are burdened with enough now, so find another way of funding it,every time someone opens there mouth it,s like oh we just add it onto the ratepayer where is it all going to end.

Clr Ben Shields' is full of hot air as per usual. Making claims that he is unable to substantiate simply for the purpose of grandstanding. It would be wonderful to have a few Shields free weeks in the Liberal. People would soon see that Dubbo can thrive without this self-important windbag.

Council has never and I doubt will ever take a CPI rate rise. A council’s pegged rate rise are dictated by the sitting Minister for local Government, a figure he/she plucks from who knows where. Some Councillors have never understood this insisting on calling the pegged amount “CPI”. If Councillors who guaranteed to never vote for over the CPI (approx 2.5% last year) honoured their undertaking to not vote for a greater amount we would not have seen a unanimous vote for the pegged amount of 3.5%. Last year Dubbo’s rates were increased by 40% greater than the CPI, Clr Shields and Co also voted for a sewerage charge increase 100% greater than the CPI and approved increases in council charges of up 400% greater than the CPI. A headline via a throwaway line is a bit different to many a person’s actions!

This is getting ridiculous. How about they focus on promoting the new theatre that they just spent a fortune building? Wouldn't that bring people to Dubbo? Not to mention the zoo or even Apex Oval. Dubbo has many tourist attracting facilities already in use, why can't they focus on using these facilities to the max, before they go investing in more? How about focusing on the people who live in Dubbo. Dubbo doesn't even have a recycling pick-up service & don't even get me started on the existing problems with the hospital. Maybe the council should look at existing structures and work out ways to make them more profitable and also look at how to make living in Dubbo a better experience for the tax-payers, before they start looking at how to attract people to Dubbo for one weekend.
